Frank M. Crowder Jr.
Chief Executive Officer
President of Defense Consulting Services (DCS), LLC. He served 22 yrs as a Security Forces member in the USAF where he performed a variety of roles & functions retiring as a Chief Master Sergeant, the pinnacle rank for an AF enlisted member. During his AF career, Mr. Crowder gained a unique understanding of the Law Enforcement and Force Protection industries. His background includes experience in physical security, information security, counterintelligence, training, antiterrorism, nuclear security, WMD & technology protection. In 2011, Mr. Crowder leveraged his extensive experience and entrepreneurial instincts and founded DCS. His aim is to provide outstanding consulting services to the U.S. govt, municipalities & private industry at affordable rates.
Director Strategic Alliances
As the Director of Strategic Alliances and a Managing Member, Pamela manages the overall daily office operations of Defense Consulting Services, LLC (DCS). She has oversight of 43 employees, nine government contracts and serves as a member of DCS’s Executive Team. Pamela also oversees the organization’s community outreach endeavors, the company newsletter, proposal development and the overall strategic direction of DCS. After graduating from Arizona State University in 1989, Pamela joined the United States Air Force where she served for four years in Security Forces. During her four-year tenure, she developed Barksdale AFB’s Crime Prevention Program and assisted with the installation’s Personnel Security Program. In 1993, Pamela separated from the Air Force and began a 21-year teaching career where she served as a Co-Department Chair, Literacy Leader, and Testing Coordinator. She is an Active member of the Alpha Tau Omega chapter of Alpha Kappa Alpha Sorority, Inc.
Donna Beck, PHR
Director HR & Contracts
Donna Beck brings over 25 years of management experience to DCS. As a Human Resource professional, with over fifteen years experience, designing and implementing proactive human resource strategies and programs she has a proven track record of developing business partnerships, facilitating performance initiatives, and coaching managers/employees to succeed with integrity in for-profit or not-for-profit and public or private environments. She has created strategic Human Resource offices from the ground up, strategically downsized operations while enhancing customer service and used expertise in technology to keep overhead at a minimum. She brings solid knowledge of labor laws, SCA, benefits administration, performance management and recruiting. She earned her (MBA) Masters in Business Administration in HR Management from the University of Phoenix and her (BS) Bachelors of Science in HR Management from St. Edwards University. She has a (PHR) Professional Human Resource Certification from HRCI/SHRM.
Malcum T. Rogers
Mr. Rogers is the Operations Manager for Defense Consulting Services, LLC. With an educational background in Security Administration and 27 years of Air Force Security Forces experience in the areas of multi-agency security operations, force protection, crisis management planning and criminal investigations, Mr. Rogers provides strategic leadership and oversight of DCS’ operational programs and contracts. As an Air Force Security Forces member, Mr. Rogers served as the core manager for developing training curriculum and supervised over 10,000 Military Working Dog Presidential protective detail missions. These missions ensured the safety and security of many senior US and foreign dignitaries. For his efforts, he was recognized with the 2007 Air Force Chief of Staff Team Excellence Award. In his capacity as the Operations Manager, Mr. Rogers leverages his extensive knowledge of strategic planning, project management, staff development, financial planning, curriculum development, and training, to assist in business development, contract management and in overseeing daily operations.
Richard G. Terrell
Director Government Relations
Richard G. Terrell is an accomplished and energetic executive who made his mark in the business world by building a reputation of having exceptional interpersonal skills, an appreciation for providing first-rate service to clients, business partners, and team members, and being successful in a fast-paced multi-market environment for over 25 years, which includes all levels of city, state, and federal government. Richard possesses in-depth knowledge of business development, business operations, finance and client services, and is active in active in civic and charitable organizations such as Alamo City Black Chamber of Commerce, Greater San Antonio Chamber of Commerce, San Antonio Hispanic Chamber of Commerce, National Contract Management Association (NCMA), Military Transformation Task Force (MTTF), Armed Forces Communications and Electronics Association (AFCEA), and the NAACP. Some of Richard’s strengths include capability-enhancing relationship building, as well as an established network within the business community. A motivational leader with strong analytical, organizational and problem-solving skills, Richard is committed to the highest levels of ethical, professional and personal excellence.
Grant M. Hargrove
Chief Operations Officer
Grant Hargrove is the Chief Operations Officer at Defense Consulting Services (DCS), LLC. Prior to DCS, Grant retired from the United States Air Force as a Colonel, where he held strategic program management and executive leadership roles in a variety of large organizations and interagency teams executing diverse national security missions worldwide.
Grant brings tremendous expertise in antiterrorism, force protection, industrial security, law enforcement and counterinsurgency operations with over 24 years of military service as a Security Forces officer. He has Master’s degrees in Strategic Security Studies from National Defense University, Defense Analysis – Terrorist Operations & Finance from Naval Postgraduate School, and Security Management from Webster University, as well as a Bachelor’s degree in Criminal Justice – Law Enforcement/Police Science from Sam Houston State University.

Michelle Martin, CPA, MBA
Chief Financial Officer
Michelle Martin serves as Chief Financial Officer (CFO) at Defense Consulting Services, LLC with accountability for the financial operations of the company to include the development of financial and operational metrics tied to the company’s strategy vision and the ongoing development and monitoring of control systems designed to preserve company assets and ensure compliance with applicable federal, state and local regulatory laws and rules for financial and tax reporting.
Before being named CFO, Martin gained extensive expertise during her over 25 year career in corporate accounting for various Fortune 500 companies. She brings a wealth of progressive finance and accounting experience with particular strengths in the areas of financial reporting and analysis, internal controls design and maintenance, budgeting and forecasting, and internal and external auditing. Martin is a Certified Public Accountant and holds a Masters of Business Administration and a Bachelor of Professional Accounting degree from Mississippi State University.

James D. Privette
Director Regional Business Development
James has more than 27 years of business and professional government security experience. He is a proud veteran of the United States Air Force’s Security Forces. Following his military career, James continued to serve the nation at the Nuclear Non-Proliferation Security Administration’s Los Alamos National Laboratory.
James is highly skilled at sales and client relationship management, customer-base growth, market identification, and cultivation of strategic partnerships. He earned a B.S. in Business Management from Colorado State University and M.S. in Homeland Security/Geospatial Intelligence from Penn State.
